dunno.

When he tells a very racy joke he looks embarrassed and sometimes apologizes to anyone who might be offended.
is that like the LIEs you know? i can see where this sort of thing would be related to Te's respect of Fi (particularly with LSEs, where i see this as an important characteristic), but IME LIEs are some of the greatest propogators of racial jokes.

He has weak Si. He always appears on edge as if he can't relax, and always seems to be fidgeting. When telling jokes he compulsively twitches his arm as if he has no other conduit for his mental energy.
???

Te dominance. He's always talking in anecdotes and mentioning "things" and people and following through with a humorous conclusion derived directly from what he was talking about in a clear and concise manner. Inversely, Letterman (who is always very at ease, btw) tends to ramble and communicate in a way that is baffling and bizarre, and a lot of people find it funny but don't know why (ISTp, imo).
none of this has anything to do remotely with Te.

Creative Ni. Rapidly sees possibilities when people or things are mentioned and skillfully produces a realistic (and thus funny) joke.
sounds more like Ne than Ni.
