In Crystal, the Lugia you find is level 60, and has already forgotten the Aeroblast technique. But it still has some good stuff… Recover is incredible since Lugia has a ton of HP and great defenses. And in addition to Psychic and Flying abilities, Lugia comes with Hydro Blast, the best Water attack. Stat-wise, Lugia is the strongest Pokemon in the game.
