What the unholy fuck? Propaganda is propaganda if that is what its creator intended it to be. Does that mean it's effective propaganda? Of course not.
How -- pray tell -- would you go about "proving" that something is propaganda (aside from demonstrating that it was the creator's intention)? The very best propaganda is that which does not immediately appear to be agitprop.
