I don't think of it as mutual responsibility so much as mutual exertion of will and control over the sex act. Letting the other person just have their way would really take a lot of self-control for me and would probably really piss me off, especially KNOWING that that's what the other person wanted; conversely, being with someone who is not putting energy into sex is gross, dehumanizing, and feels like fucking a corpse.
