It means negativists should have faith in positivists and positivists in negativists, and reformers should have faith in traditionalists and traditionalists in reformers (unless the individual in question is given to extremism).
"Hope for help" means expectation that other people will care about you and try to come through for you if you just can't manage it on your own.
Well, I have faith that life itself is usually none of my business and I happen to know that some types (like 2s and Fis) like helping people so much that allowing them to is a favor, even if I can manage on my own.
I know what you're getting at and it's really true. There's an episode of South Park where the anti-war people and pro-war people in south park have a huge divide and Jimbo is waving his gun and Randy wears some disco outfit and they make this whole big shitstink about protesting each other. And in the end Cartman comes back from some flashback to 1776 and extolls a brilliant truth: that America is designed to have the ability to balance itself out. The whole system is built on balance, and as long as we put the right people in place and instill the proper expectations for their roles.
Unfortunately we haven't been doing that.

Edit: But seriously, I do kind of agree. But it seems basic, who is going to claim that hope for help is a bad thing? Who is going to claim that faith admist adversity is bad? I have several views on what the world "needs", maybe I'll share a few, but not at this time.
