That is neither an accurate definition of EITHER of those words, nor anything resembling a sufficient answer.
The word "context" usually refers to circumstances surrounding something, the conditions under which something takes place. In this case, we should consider the origins of the American Dream, which would be the desire of traders and religious minorities to live without the burden of the British monarchy's taxation and oppression, respectively.
The word "content" usually refers to the composition of something or, quite literally, what it contains, what is within it. In this case, "content" could be either the particulars of the American Dream, which are variable as the idea refers more to a sentiment rather than an actual "something" that people want to do, or, in this case, the character and content of the idea itself, which would be to own the west (or, more generally, property) and overcome all obstacles necessary in order to do so.

I will give you, however, that in modern America, the "dream" of many seems to be more geared towards bourgeois stability and satisfaction, which I think tends towards the character of Ne/Si moreso than Se/Ni. But at the heart of the idea is the glorification of pursuit, of acquisition and overcoming, of changing one's conditions, status, and station of life, which is more related to Se.

Gilly is right. OTOH quadra values change when society changes, so many gammas will find the typical american dream as boring, too, I believe.

Context describes an object compared to its surroundings. That effectively translates to "what it is". The context of an action figure amongst legos and videogames is "toy". The action figure is a toy. That is "what it is".
Content describes an object as a sum of what it is composed of. A box with toys in it is a toy-box.
The American Dream, compared to other concepts(), is an / concept, for being an objective idea that everyone can understand.
The American Dream, in and of itself (), is an / concept, for being an idea of conquering your environment and succeeding in America.

Projection is ordinary. Person A projects at person B, hoping tovalidate something about person A by the response of person B. However, person B, not wanting to be an obejct of someone elses ego and guarding against existential terror constructs a personality which protects his ego and maintain a certain sense of a robust and real self that is different and separate from person A. Sadly, this robust and real self, cut off by defenses of character from the rest of the world, is quite vulnerable and fragile given that it is imaginary and propped up through external feed back. Person B is dimly aware of this and defends against it all the more, even desperately projecting his anxieties back onto person A, with the hope of shoring up his ego with salubrious validation. All of this happens without A or B acknowledging it, of course. Because to face up to it consciously is shocking, in that this is all anybody is doing or can do and it seems absurd when you realize how pathetic it is.
I have always seen the US as being very Delta, seeking isolation ... the 13 colonies were 13 small religious "sub-cultures" of English speaking Europe. It went Alpha with Thomas Jefferson (LII) and Ben Franklin (ILE) and George Washington (ESE) - but it remained in character Delta.
Quarta progression has pulled it full circle many times since then.
