One great way to tell whether outrageous dress is more of an indicator of delta NF or a beta type is context. A beta will probably get more thrill out of it the more "inappropriate" the context is, i.e., Lady Gaga flashing her vag at the Catholic school graduation. On the other hand, deltas will get less thrill out of doing something in an "inappropriate" context, and more thrill in doing it "just because." For betas, it's a sort of anti-Fi statement. For deltas, it's a sort of pro-Ne "I had an idea, why not do it?" sort of thing. I don't know what's going to happen when I do this... so why not do it!
The difference is in Fi-valuing or not. For betas the more implicit rules about peoples duties to one another I can break, the better. (Well, maybe that's more unhealthy betas who haven't learned to coexist with Fi, sort of like a delta who doesn't know how to coexist with Fe might intentionally "ruin the fun" of a beta or alpha group by refusing to play along at all). For deltas, on the other hand, if there is a duty that the delta individual recognizes to respect a certain code of dress, they would normally do so. And if they failed to do so, they would end up feeling bad about it and condemning their own behavior much more readily than a beta in the same situation, especially when reflecting on it later.
In an extreme example, almost no delta who grew up in mainstream US culture would, say, wear something outrageous to a funeral. Again, there are some situations in which this would be different, but assuming that nothing happened to make them seriously lose respect for the social custom or the group of people for whose sake the custom is being performed, a delta, even an IEE, would be highly unlikely to wear something ridiculous to a funeral. But a group of betas might get together and wear crazy stuff to someone's funeral and make it a big Fe party, and think nothing of it.
However, certainly the most important thing to remember is that evidence like this by no means makes or breaks a typing. While with enough information, you can certainly use it as a valuable observation, you definitely shouldn't type someone on something like clothing, especially a one-time thing as opposed to a general pattern of dress.
