That my joke wasn't funny enough.
Unless the person has a complicated emotional problem or something, then I don't usually feel like there is anything I can do about it and just leave it alone.
It's something like an algorithm:
{observation} friend does not laugh
{if} predicted - approach faulty
- try a new approach
-----------------------------------------
{if} unpredicted - something wrong with situation
-recheck situation, then:
{if} situation appears normal (highly similar to situation experienced before)
- hidden factor is in play, then:
{conclusion} investigate further
{if} friend is responding differently to things more than simply the joke
- something wrong with friend, then:
{probability .7} Ask "what's wrong?" or "something wrong?" (depending on tone of occasion
{conclusion} Investigate further
{probability .2} Ignore situation, leaving the problem to self-correct without inference; continue to act normal but avoid jokes
{conclusion} unable to help situation; not worth worrying about
{probability .1} ability to perceive information is off
{conclusion} disregard observation; proceed as normal
... etc.

Oh, I'd stop joking right away if someone wasn't in the mood for it. I don't have the strongest understanding of subtle changes in the Fe atmosphere, but I hate intruding on people's boundaries and I'm usually aware if I'm doing something wrong.
A lot of SxEs ime don't care, and I find that incredibly annoying. Probably the most repellant aspect in my relations with them.
ETA: In the past I tried to weasel out of awkward situations by telling a series of increasingly lesser jokes. That way, I reasoned, I can save face while still making the other person feel better. I've stopped doing that though because it's gay.
Well it's more Ne with Ti. Not just Ne by itself, that's what I meant.

Making people laugh? I always thought making people squirm uncomfortably was what we did...
if they don't laugh at my joke i figure they're boring and uptight.
if the joke was bad, i think, doh, there i go again.

I usually don't try to make anyone laugh. It just happens on its own at random moments.
I don't think too much about it...

I'm constantly looking to align the real with the ideal.I've been more oriented toward being overly idealistic by expecting the real to match the ideal. My thinking side is dominent. The result is that sometimes I can be overly impersonal or self-centered in my approach, not being understanding of others in the process and simply thinking "you should do this" or "everyone should follor this rule"..."regardless of how they feel or where they're coming from"which just isn't a good attitude to have. It is a way, though, to give oneself an artificial sense of self-justification. LSE
