I agree there isnt much competence in the way Belgians do their jobs, which was shocking to me coming back from the US. But there is an equal lack of warmth and openess towards anyone who isnt inside "your in crowd(family, firneds you've known all your life etc)" which was equally shocking to me coming from the US because in America people are alot more warm, open and generous to you even on the street not to mention on the workplace, and it seems that in general Americans attribute less importance to whether youre part of their closely knit social circle or not before interacting with you.
I think Belgium is just kind of"introverted" kind of like Italy is extraverted.
