As far as that quote goes, Truman was always a puppet for the business interests that controlled the DNC. He only became president because FDR was strongarmed into accepting him as VP so the gangsters who ran the party would have a guy in his administration. Guy had massive issues with being perceived as a "strong" man and spent his life as a buttboy for whoever could get him power. His quote comes from that rather than any noble sense of responsibility.
