It is rarely what people do that is noticed, instead it is how people feel toward others that makes up their opinion. People ignore bad things when they view things positively, and vice versa. People can change their opinions/moods every week which is probably what you are talking about. In the summer of 2009 when the economy was improving, and people were talking about "green shoots," Obama's approval went down substantially.Last week Obama was being left for political dead, and now he's being hailed as the messiah (again).

This is a divergence between two trends, which could mean that people were thinking negatively about Obama policies because they did not believe in the recovery temporarily, only being an aberration from the main trend, and then become more positive later. It could also mean that people do not believe in the president. The recession has been declared over as of June 2009, which was a year and a half ago. His approval has not improved since then. It seems likely then, at best, his approval will not improve. It will probably only go down.
What could cause his approval to go down?
Answer: Anything that happens.
If people do not believe in the president, they will not approve of him. Since the overall sentiment is negative, just as it is for President Obama, this is probably the major trend. The economy will probably follow in the same footsteps as Obama. But in reality, any little thing happens will be seen as his fault when people view things and him negatively.
