The best person I know of for describing people objectively was DJ Arendee in some of his old type description videos. He is SLE, and I think his strong Se enabled him to see the demonstrated traits of people (Se) without adding too much personal bias (Ni).
I think IEI’s are best at connecting the inner dots of a person’s personality, but their inferences are often ungrounded and can go off the rails. However, when they are right, they are very, very good.
The best person for describing people in general was probably Shakespeare, who is generally though to be EIE. His extroverted Feeling and introverted intuition ensured that he paid a lot of attention to the emotions and behavior of other people and could see where they would lead.
Within any type, the best person for describing other people is highly intelligent and very experienced. Of course.

Now that I think of it, every type is good at describing the characteristics in other people that correspond to their own dominant traits. So perhaps no single type is best at giving a full description of a person.
Every type. But they'll each (most likely) focus on different aspects when describing people.

I nominate ILE, EIE, IEE.
Process and result people do it very differently. Those words actually establishes the way they approach it. So for immediate result: result people and then there are those who work with it in longer term aka process types (possibly involves testing).

Describing people's "essences" (say for typology or identifying what makes them unique) seems to have to do with intuition and intuitive leading types tend to be the most natural at it. Obviously Ni and Ne descriptions of people tend to be very different. It also involves Te if you're going for accuracy, so less likely IEI.
Fi can be said to describe people but it's more about their actions or judgments of their character.
