ISTJ in my opinion.

He's all about accomplishment... a picture of rationality in a way. I see ISTps as like... the total opposite of this. It could be just the ones that I've known, but ISTp's seem to be one of the least motivated types.

He's the splitting image of a co-worker I believe is ENXp. Lazy 'far-seeing' eye.
(FWIW, admittedly not much).
I think Stephen Covey is an ISTj (ISFj next option).
Also, I think I learnt quite a bit about emotional control from the 7 habits of Highly Effective People and I still read parts of the book occasionally.
What i did not like about his philosophy is a somewhat placating stance that i have noticed in creative types. One of several such examples of this is that he recommended at one point in the book that if you have an offensive/abusive boss etc then the best action you can take is to work hard to understand their needs and please them. Mr Covey then seemed to imply that this will eventually bring your boss over to your side. I strongly disagree with this opinion, I think it is bad advice and naturally became somewhat turned off from the book because of it. I think if you have an offensive boss you should take strong and active steps to stop the offence and not enable it and failing that, get a different job all together. I think ISXjs often have this sort of appeasing type philosophy and are capable of disciplining themselves to tolerate all sorts of abusive situations and this problem is compounded by what appears to be their inability to think of new advantageous situations for themselves or varied ways of agitating for change without outright aggressive confrontation. and related possibly.
