Mengsk - political subterfuge was a pretty big creative theme for him; he was very big on getting people to go along with him. Got a strong rational vibe from all of that. Some NT, maybe LIE or LII or something else. Undecided.
Zeratul - Has a lot of visions and acts like someone that is prescient of everything that is going on. Ni, but not sure if IEI fits better over ILI.
Overmind-controlled Kerrigan - Not sure. She was very plotting when under the influence of the Swarm. Seemed to like to mess with and intimidate people. Maybe EIE or SLE.
HOTS Kerrigan - Not so secretive and manipulative anymore. She connected more emotionally with the other characters and seemed to present as an emotionally vulnerable person trying to get back at Mengsk and regain strength and composure. I get more of an Fi/Te vibe from this. Just strictly my opinion, but I felt she had more of an observing or passive perception about everything going on around her, makes me think Ni over Ne. I want to say a Gamma type, maybe SEE or ESI. Can't decide.

These all felt very stereotypical to me, so I don't want or care to justify them to anyone.

Not duals with Jim?

They're not duals IMO, but SEE and SLI isn't the worst relationship to have though. This explains why their relationship is really rocky at times and he even wanted to kill her at one point ignoring the whole her turning into an alien situation, lol.
