China developing "social" credit rating by monitoring online activity

How good a citizen are you? China hopes to answer that question for every one of its citizens with a numerical rating system based on their financial standing, criminal record and social media behavior. A new translation of the government’s plans for a so-called social credit system sheds light on how China aims to utilize "Big Data" to hold all citizens accountable for financial decisions as well as moral choices.

“If friends have a poor lending reputation, this reflects badly on the person,just as prolonged playing of video games,” the report explains. “Buying diapers indicates responsibility and scores therefore well.”

Nothing socialist here really, this is more Confucian, which is essentially anti-socialist. Would say it's even rooted in New Confucianism in order to create the ideal moral Confucian citizen.

Mao wanted a revolutionary society that would be in constant revolt or at the minimum constant dialectic, and this is more about a harmonious moral one without that dialectic.

something i found interesting: according to the translated policy document, the Chinese government doesn't just view this as a way to improve society internally, they are conscious of using it to improve relations/influence with the rest of the world, i.e. increase China's soft power:

Economic globalization has enabled an incessant increase of our country’s openness towards the world, and economic and social interaction with other countries and regions is becoming ever closer. Perfecting the social credit system is a necessary condition to deepen international cooperation and exchange, establishing international brands and reputations, reducing foreign-related transaction costs, and improving the country’s soft power and international influence, and is an urgent requirement to promote the establishment of an objective, fair, reasonable and balanced international credit rating system, to adapt to the new circumstances of globalization, and master new globalized structures.
