Hey everyone. I have been visiting this site for sometime and observing from afar using a friends profile. I decided it was finally time to make my own and begin posting. I am pretty sure I am an IEE and I am excited to begin learning from the community.

Interesting question. It's rather fluid, innit? It could very possibly be everything above eye level. A strictly personal and subjective interpretation of the effort involved in observation on an inclination. Another common perception of "up" is as it relates to gravity, and up then is defined as moving away from a large mass or gravitational force.
Personally I think of UP as a heartwarming disney movie where a grouchy retired balloon salesman gets a second lease on life.
