Place around here does it. It is entirely staffed by volunteers and the establishment has religious roots. Haven't seen the sign recently though.

interesting. weird though, legally. what if i ordered the food for purposes other than eating it? should i not be allowed to do whatever i want with something i own?

In the place I mentioned (I believe) the principle is to not waste resources, especially that someone has given their time and skills for free to make. If you want to do heathen things to your food take-away would be wisest.
I also think that arguing sovereignty of property while correct in the current culture would be irrelevant, as the emphasis is on shared resources and respect/values based on these non-monetary resources. ie: while saying 'I brought it' is correct, it is also crass.

lol this is my kind of restaurant. It irritates me so much when people leave food on their plates. I'll stuff myself before I leave leftovers, it was ingrained in me when I was young I guess.

Isn't not finishing your plate an insult in some cultures? I know not leaving some on your plate is an insult in some cultures, I just wonder about the opposite.

Thought of another way, any food purchased from this vendor for on-premise consumption you could say comes with an informal contract attached per your consumption of it. So your purchase is a promise to fulfill the terms of the proprietor, or face whatever penalties are in place for breach of contract.
If you dispute those terms, then. . .
