lol you should just take the initiative to get the ball rolling on this, learning russian and going to a conference/meeting would be a good start. That way you would have some contacts, next you could look into getting a journal moving and promoting it.

I hate learning other languages. I recently wrote a letter to Boukalov in English, and babelfished it. A week and no reply. His wife (on behalf of the institute) wrote back in a couple days.

Maybe April is in a better position to get something started. After all she's friendly and stuff. (never mind the fact that she has a masters degree and I don't. )

I get the impression they are wanting to create a means of enrolling westerners in their schools. Access to the journal seems secondary to them. (this from what I can tell).
