How can I be INFP: Fi + Ne in MBTI
and
INFp: Ni + Fe in Socionics?

The function assignments are different in Socionics than in MBTI. They also mean different things as well. Pretty much, MBTI tests for and hypothesizes on surface behavioral traits and Socionics is more about metabolizing information. It's best just to discard MBTI if you're interested in learning Socionics.
They are two different personality typology systems.
For Myers-Briggs introverts, the J/P tells you which function is extraverted. For introverts, this is their auxilary (second) function. IJs will have a judging function (T or F) as their auxiliary function. IPs will have a perceiving function (S or N) as their auxiliary function.
For introverts the dominant function is always introverted and the auxiliary is always extraverted (the reverse is true for extraverts). This statement is also true in socionics.
A Myers-Briggs INFP is a P type, therefore N must be the auxiliary function. Which means F is the dominant function. The attitude of the auxiliary is extraverted, so its Ne. The attitude of the dominant is introverted, therefore Fi. So Fi + Ne
In socionics, all rational (j) types will have a judging function (T or F) as their base (first) function and a perceiving function (S or N) as their second function. All irrational (p) types will have a perceiving function (S or N) as their base function and a judging function (T or F) as their second function. It doesn't matter if the person is introverted or extraverted. Like the Myers-Briggs if the base function is introverted, the second function must be extraverted and vice versa.
So a socionics INFp is dominant N. Since the person is an introvert, the dominant function must be introverted intuition, hence Ni. The auxiliary function must be Fe. Hence a socionics INFp is Ni + Fe
For extraverts, the first and second functions are the same in Myers-Briggs and socionics. For example, both the Myers-Briggs ENFP and the socionics ENFp are Ne + Fi.
However, the functions in socionics (also known as information elements) are defined somewhat differently than in the Myers-Briggs.
Here's an explanation of the information elements in socionics terms:

Forget about MBTI, it is as pernicious as smoking or listening to communists

Going to keep beating the dead horse until it screams for mercy? I think I've seen one too many "don't use MBTI" posts in this thread.

They both come from Jung, but they're taken in two different directions.
lol
Just so you know,
INFp was given the lower case final letter to imply that it is NOT the same thing as MBTI's INFP.
Perhaps you could think of things as IEI vs INFP, so it's less confusing. (IEI being socionics terminology, INFP being MBTI)
Just to reiterate, the 'functions' that MBTI talks about are not the same functions that socionics uses. so MBTI Fi =/= Socionics . Two words that look the same, but two different languages, two different meanings.
