Yes. I intentionally allowed people to vote for both as well or I would've said xor and only allowed one. Some or many people voting both wouldn't rule out a clear winner in principle, just as people voting one or the other wouldn't rule out a tie, and as Subteigh and Maritsa being EII are not mutually exclusive in principle, it's better to not make people vote as if they were.
