I agree a underconfident and unhealthy 9 may not be able to but I'm talking about in general and it also depends on how you define standing up. I feel like you have to do the right thing trust me.

They may and they may not. Type 9 is stubborn, it resists the world. Unhealthy 9 will be the most stubborn/resistant. When 9s do stand up for/to something, it's usually good for both themselves and the world- because this is the very thing they need to practice the most instead of just being a good-natured peacenik tagalong to everybody else's narcissism. Even if it makes them uncomfortable at first, because that's what enneagram is supposed to be about, getting over yourself so you can better get along with others in society. The 'unhealthy' levels of each type are basically at their core, either Self-Hating or Other-hating. And hate destroys.

If the argument is that 9 "stands up" the most because wings 8 and 1 influence them to do so, and not the main type, wouldn't it make more sense to say 8 and 1 stand up more than 9?

But you gotta take into consideration that 8 and 1 are generally more assertive so they find it easier to deal with things, 9 on the other hand aren't so its harder for them thus it takes them a great deal to stand up hence standing up the most.

Standing up the most what I mean is that in general its a big obstacle for a 9 to stand up as opposed to most of the other types generally

What if enneagram is not a wheel but is an upward line where 1 is the start and 9 the end?
That would mess up all the integrating and disintegrating lines, to say nothing of the groups.

But they are consecutive numbers and wings are consecutive too. Why they'd chose to use numbers if there is no logical order? They could use colors or any other words or adjetcives
Good question! How was the ordering decided in the first place? If there is any logical justification for it I'd very much like to see it.
It is both: It is a spiral. And it doesn't have an ending or a beginning outside of us placing it in a certain order to make sense of things.
