I think most people do generally, because people and animals also generally tend to form social hierarchies and are subconciously looking for these structes and the leaders, so generally people look to others first to see how they should behave in that particular social setting.
At a guess maybe introverts more so beacuse they are more socially cautious, types that are less confident in leading and talking social risks - maybe Fe polr for example.

I think the ESTj's would first operate on the 'Gentlement don't defect! principle, and go TIT for TAT when they find out that doesn't work.
