after 10s of generational refinements they tend to be. sort of like the 13 colonies --> colonies under trade agreements --> under articles of confederation --> under constitution --> post civil war unification --> post fdr governmental organization --> post ww2 govt. infrastucture etc

i don't think you need to fear overt control by a super government over the long term as societies which are unified for long periods of time tend to splinter into innumerable subgroupings with none being so dominant that it cannot be removed by the combined efforts of the others. also the fracturing as the minimum thresholds for them are accessible and these are more widely distributed in larger structures.
