I just think someone who really is better at understanding people and relations and how things would play out should handle internal affairs, keep everyone in a good mood, understanding what is next to come, who is actually a traitor, etc.

But also I think there should be a sense of toughness when dealing with other groups of people, not even mediocre intimidation. People will only care mostly for themselves and community/group, often exploiting others for their own gain, still happens today, so I'm not wrong. Don't want someone to tread on your people? Then don't look or even be weak.
