    I always assumed McGruder was an ILI. Huey Freeman seems like a clear self-insert character, and he has that distinct vision I associate with ILI writers/creators like Hideo Kojima. The show's strange blend of comedy, sharp political satire, and a melding of black culture and anime seems like it could only come from his mind. The show suffered in the season he did not write, in my opinion.
