The thing is you're actually right. The creative function is what one puts out into the world, in the case of the IEI they have Fe in that position therefore they tend to be very expressive and can possibly come across as Fe Base. In addition, they use this function "on" people so they are not only expressive beings, but they also want to draw other people out as well, but it will always have a long run aspect to it.
They are creators of emotional context whether it's purpose is to make everyone in the group feel good or direct their anger towards one person and literally explode on them in what they say. (This is attractive to SLE)
Finally, they love drama and emotional conflict because it allows them to fix the emotional issue, this also means they tend to create drama.
So essentially, this is a type with very dynamic emotions that can sometimes match or surpass an Fe base. (due to the fact Fe base is inert.)
A few things I've found useful in understanding them.
