Welcome! Forums are often free, although some are not, so I can totally see where your assumption stems from. The unstated price in most forums is participation. The more people post, the more content the forum generates. That then creates more pages people will find through search engines. The searchers/lurkers are their second audience. Most forums make money off advertising, I think, although they probably use other streams of income. For example, a forum which supplements a website running paid online courses will probably be funded by those online courses. Another forum might accept donations.

There's also a section called site discussion towards the bottom of the main page.
