Preference for dark vs. light clothes has to be strongly culturally influenced. I live in a city where the practical thing to do is wear black. Black, black, black. Because it's dirty and sploshy here. And it's almost the opposite of what Sol says for IEIs (light clothes in summer), because in winter you can at least wear a black coat and tall black boots, so lighter things underneath won't get stained on the subway or in the oily gray slush, but in summer you have no outwear and anything nasty you encounter will end up directly on your regular clothing.
