You cant say it's stronger, it is just there and is influenced by a lot of other functions and yadda yadda... it is just a tool to help you understand. Don't take it so litterly

It's expressed more as you use it to "create", hence the label creative function.
More particularly, I'd define it as the function by which one most effectively pursues one's agenda with.
