i think they think that maybe they shouldn't joke because it was some serious moment, like they think they might be acting inappropriately. ESFjs like to ask what you're thinking if you don't laugh, and then the proper way to respond is, it's all you baby, it's allllll you.

Yeah ++! If it was a serious moment I'd stop and do what I mentioned earlier. But if the guy didn't laugh because he thought it wasn't funny, then it just wasn't funny and I'd change the topic or something.
