Default minimal typing, description by Queen Victoria

I'm interested in typing by minimal information, that is, how accurately you can type someone based on a short description by someone who does not know socionics and the like.

Queen Victoria wrote this description of a visiting foreign monarch whose type seems to be known:

He is stern and severe - with fixed principles of duty which nothing on earth will make him change; very clever I do not think him, and his mind is an uncivilized one; his education has been neglected; politics and military concerns are the only things he takes great interest in.
Based on this short description, which type would you say he was?

    INTp, maybe
But, for a certainty, back then,
We loved so many, yet hated so much,
We hurt others and were hurt ourselves...

Yet even then, we ran like the wind,
    Whilst our laughter echoed,
    Under cerulean skies...

Strong , but perhaps not INTp as they tend to be proud of their education.

Hmm, close, but no cigar --

That's very interesting. Based on that paragraph, one type - the one most people accept as his - is very obvious to me, but apparently it's a bias of mine. It states something about that monarch which to me is very characteristic of one type, but perhaps I'm wrong.

I'd ask others to say that they think, and give the answer tomorrow.

    Agreed ISTJ.
    Was he Kaiser Wilhelm II?

    Thanks!

That was Tsar Nicholas I, reigned 1825-55, always typed by Russians as ISTj.

The Encyclopedia Britannica also says this about him, leaving no more doubts as to ISTj:

His impulse was always to strike and keep striking until the object of his wrath was destroyed. Aggressiveness, however, was not the Emperor's only method of coping with the problems of life. He also used regimentation, orderliness, neatness, and precision, an enormous effort to have everything at all times in its proper place. Nicholas I was by nature a drill master and an inspector general; the army remained his love, almost an obsession, from childhood to the end of his life. But, in every other sphere of activity and existence too, the Emperor insisted on minute and precise regulation, with nothing to be left to chance. Position, circumstances, and his own character placed an almost intolerable burden on his shoulders. Still, he managed to carry it for three decades, sustained by his overwhelming sense of duty and devotion to hard work, by his sincere religious convictions, and by his family. His outlook, however, became ever more pessimistic and fatalistic, until in the disaster of the Crimean War the autocrat declared simply: “I shall carry my cross until all my strength is gone.”
What I found interesting is that a brief description by a good observer, in this case Queen Victoria, is indeed enough to type someone accurately.

As for Kaiser Wilhelm II, I find him extremely difficult to type -- I think the closest would have to be ESTp, suffering from Narcissistic Personality Disorder; also with over-active hidden agenda . But that doesn't seem right either due to spells of depression and lack of self-confidence. So perhaps ESFp, but still with the same disorder.
