Hmm, difficult thing to rank... I'll answer how I perceive that I've been lately (since I was not doing so great not all that long ago).
When I'm trying to use it:Ne- 9Or in my everyday attention to it:
Se- 4
Ni- 9
Si- 4
Ti- 8
Fi- 5
Te- 9
Fe- 4Ne- 6
Se- 4
Ni- 9
Si- 4
Ti- 4
Fi- 5
Te- 9
Fe- 4
but fwiw, I use pretty much all of my functions (but particularly Fe) through the eyes of Te and Ni.

Fi- 1 -5 depending on the circumstances and how lucky I get.
Te- 3
Fe- 5
For the most part this is all kind of arbitrary. I don't really think that we directly use the functions outside out quadras, rather we make substitutes. But this is a whole other can of worms. The numbers for functions outside my quadra are ranking in my ability to create a passable substitute for that function.

I've known for sometime that I need Si from the aesthetic side of things, but it's only recently I've noticed that I'm not actually too good at it.
I would consider myself to have the strongest strengths in Ne, if only because I don't know how to disentangle Ti and Fi from each other in relation to me.

Or maybe I am an ILE -Ti subtype

Yeah, Jimbean, not going to lie. This convinces me even more that you're an ISTj. I mean I was already pretty convinced, but this seems to tip the scales IMO.

totally just playing with the numbers here but roughly
Ti 8-10, Si 8-10, Se 7-10, Te 6, Ni 4, Fi 2-3, Fe 1-2, Ne 1
D=2,
ti/si= 4D +2~
se/te= 3D +2~
fi/ni= 2D +2~
ne/fe=1D +2~
where 10= full use and 4= limited use

fe - unknown or ok or possibly good
fi - unknown or ok or possibly good
ne - ok
ni - ok
se - unknown or possibly bad
si - unknown or ok or possibly bad
te - unknown or ok or possibly good
ti - ok-ish

Just slightly modifying what I already put in another thread:
Ti: 9.79535394823943284023 out of 10
Ni: 9 out of 10
Ne: 8.5 out of 10
Te: 7.5 out of 10
Fi: 5 out of 10
Si: pi out of 10 (mmmm, pie!)
Fe: e out of 10 (Euler's number FTW!)
Se: -69 out of 10. (Are negative numbers allowed?)

being a Producing subtype is muddy. By Model A, the creative is not 4D. However I'm sure you use tons of Ne ... and that kinda makes it stronger than Ti. It's only the introversion that makes you stick boxed in to sociotype imo. I would have ranked both your Ni and your Ti after Ne. (--- not limited to you, ofc---)

With Si, I probably find it difficult to isolate the extent to which I'm 'strong' at it, and to which I value it.
Assuming that 5.5 is a median person (and the types are equally represented), in relative terms, I would probably actually rate myself Fi=10, Ne=10, Ti=8 or even more, Te=6 or more, and the rest probably about the same as above.
