IEI or ILE?
Does this sound more like an IEI’s or an ILE’s personal goal? ... "To live life as if someone is always watching" ... kinda general I know, but I thought that perhaps an Fi polr might be more inclined to think that the possibility of being "caught out" is a good motivator for staying on track?

He could mean it differently. It could have an exhibitionist connotation, i.e. "I'm here to perform and look good" (E3); something moral, "do the right thing, because someone is always watching" (please don't say Fi); or insecurity, "I don't want to look bad" (E3, 6, 2...w/e). Looking bad differs from showing off, because the former is reacting, while the latter is guiding reactions.
It could also have furtive connotations, i.e. "be smart and strategic, because people are spying, you don't want to mess up," etc.

I remember back in my high school church youth group, there were some people who repeated that mantra a lot. Even after Jem's clarification, I don't know if it's necessarily type related, although it doesn't seem like something that an INFp would say, IMO, as their sense of right and wrong seems to be a bit more personal than that.
I could definitely see an ENTp 6 saying something like this. As a 7, I hate having things boiled down to some sort of set life goal, but my near-identical dad (Ne-ENTp cp6w7 so/sx) tends to be pretty formulated with this stuff. He seems to get a lot of meaning out of pointing at something and saying "I believe in this, above all else." I don't like that kind of "commitment," but it works for some people.
I could also see an ENFp or ESFj 6 or 3 saying something like this pretty easily, but it could be from some other type still.
