Though it occurs to me that there is some level of sexism in how we respond to this kind of thing. If a woman with the same level of unattractiveness were pictured here under the word "hottie", I shudder to think what all would be said, and I doubt anyone would defend her normal random level of attractiveness.

I think he looks grim and calculating. I think he simply looks unintellectual, but he can definitely surprise us.

I don't know about his eyes, but I also think he looks simple and brutish. I don't think all my duals (and semi-duals) look simple and brutish, though some of them may.
I don't think in this case it's the Si that's causing your reflexive deeming of him as somewhat stupid, but I can see how someone from a non-Si valuing quadra might perceive Si to be so.

He's kinda cute in an okay sort of way. There is a certain lack of sharpness, of alertness, it seems, which I tend to like in everybody, not just guys (and it's more how he holds his mouth than his eyes that tells me that). But if he demonstrated intelligence as well as good character, I'd probably find him fairly attractive. (There's more to attraction than appearance, just like there's more to intelligence than going to school lots.) And, being simple, as in uncomplicated, isn't necessarily a bad thing.
As for his scruffy unshaven looks, that's probably part of the charm for her.
