I think would be important to consider the culture of the society in the place you live. Afaik, in your society is more common that girls do the first move because its not so popular (especially among young men) that they'd be the ones who'd approach to girls, you even have the valentine's day and that kind of "rituals" where females are the ones who express their interest or feelings to males. In other words, I've heard that young males in your country can be overly passive in romance matters for cultural reasons.
