i don't understand why you'd consider guilt THE strongest emotion. maybe for someone, sure, remorse could drive them to change everything in their life. but for others, more profound emotions such as love can be the biggest catalyst for change in their life. hell, developing a strong sense of love and happiness can eradicate one's feelings of guilt and regret, by understanding that things could have happened for a specific reason.

Just speaking for myself, fear is definitely a stronger motivator than guilt (could also be because I don't often feel guilty, not that I do much that would make me feel guilty either, afaik).
I'm exclusively considering negative emotions in this evaluation.

On a more constructive side, shame + fear + anger is the ultimate emotional neurosis trifecta.

Lol well, just no. Why would I feel guilty after a while? The other person has likely dealt with whatever "consequences" my actions may have caused.

IDK, guilt can be strong, but for me fear would be both more prevalent and more strong. I have felt guilty in my life, but i usually find a way to make up or atone and then forget about it. Feeling guilt is usually about things in the past and the past really doesn't concern me that much anymore.

To me guilt is one of the EXTERNAL emotions, that is, it's heavily based on others in essence. So maybe for people who have the other as more central in their lives it would be stronger? idk.

all in all your assessment that its THE strongest emotion seems a generalization that's not merrited in my experience.
Also, while guilt doesn't hamper me much, i'm a guilt type, i've met shame types too though, who wouldn't feel guilt after an event, but would feel shame before it. They'd be sometimes strongly guided by that emotion. So at least the existance of a second alternative, shame, should be taken into account when trying to rank negative emotions.

Guilt is a feeling of regret based on real-world transgressions. Shame is a much deeper feeling of worthlessness based on a perceived faulty personhood, regardless of what actions you may or may not have done.

Guilt: "Shit, I forgot to call her back. That sucks, get on that"
Shame: "Shit, I forgot to call her back. Something must be wrong with me"

All emotions have different levels. None are really stronger than the others.
