    For example, is a person's identity defined by others' narratives of what they do?

    I think an identity is premised of numerous facts about the person.
    It is both who they are, what they do, as well as a multitude of
    other factors.

    If one is looking for a difference between the two: "who" one is tends to have connotations of subjectivity or selfhood, whereas "what" one is tends to have connotations of objectivity or if that word doesn't fit quite right, more a pathos of distance. The "who" is basically what is unique to this person, whereas the "what" is basically the things that are known about the person, what commonalities, what objective facts, etc. Whatness is an essence or inherent nature of a thing, whereas who-ness refers to the doer behind the doing. In general, I'd say that many people don't really care about making such distinctions and see both as interchangeable. I tend to agree with the above, in terms of identity it's a combination of things and sometimes it all just mixes and melds together.

    who and what = can be used interchangeably depending on perspective.

    character vs outward personality

    Character takes longer to determine and is much harder too. It will come through eventually and then you really know what you are dealing with. Personality is a conglomerate of masks that can also be used interchangeably to suit the environment one might find oneself in.

    I define myself by my narrative. I often ask myself which of two options would make a more entertaining story and then choose the more entertaining one.
