I'm Si PoLR and I can cook and usually don't mind doing it. I can cook quite a lot of dishes pretty well.
I think the Si food connection might mean that a person might be more inclined to cook as part of hosting/caretaking and so in much the same way as anyone else, they get better with practice. I learned for purposes of independence and sustenance, so the inclination to cook often over time in order to get better and more self-reliant was there instead of reasons of being a foodie or wanting to host parties oriented around food.
Some of the best chefs I type EIE.
PoLR can be a place of neurotic perfectionism, and can create a sort of insane obsession over the topic. It's unsuprising Aushra created socionics, as topics can be a area of neurotic perfectionism for polr.
Also cooking/dining has many , and other functional associations as well.

Si-polrs never eat. They live off of hatred and thanatonic energies of death and dispair.
A revolution is not a dinner party, or writing an essay, or painting a picture, or doing embroidery; It cannot be so refined, so leisurely and gentle, so temperate, kind, courteous, restrained and magnanimous. A revolution is an insurrection, an act of violence by which one class overthrows the other. Mao Tse Tung
I have weak Si and I will only cook if it is necessary to impress somebody. Otherwise I find the whole procedure of cooking consuming way too much of energy and time. I would rather spend that time reading a book. I am also unwilling to experiment when cooking and don't find any pleasure in dining at all.

I dislike cooking but I will do it to please people and to feed them.

I'm constantly looking to align the real with the ideal.I've been more oriented toward being overly idealistic by expecting the real to match the ideal. My thinking side is dominent. The result is that sometimes I can be overly impersonal or self-centered in my approach, not being understanding of others in the process and simply thinking "you should do this" or "everyone should follor this rule"..."regardless of how they feel or where they're coming from"which just isn't a good attitude to have. It is a way, though, to give oneself an artificial sense of self-justification. LSE
Best description of functions:
I don't think there's a relationship, I've seen all kinds of people being good or bad at cooking (I personally like cooking even though I recognize it's time-expensive).
