    Compel implies an element of coercion or force, impel implies an organic drive or urge. Though they are often thought of as synonymous, this is a common mistake. After consulting a dictionary for the etymology of both words, it would appear their similarity derives from the fact that the root words are each derived from Latin, where their meanings are much more divergent.
