The role of LII is to identify causes. There are many causal relationships in the world, because there are many ways objects can interact. Choices have consequences. Emotional signals can trigger counter-signals. But which emotional signals trigger which responses? These are questions an LII might ask. There is a huge unknown library of causal relationships out there. LII feels it is their task to assign each of these relationships to specific object pairs, and observe that it is the potential of these objects to, together, exhibit the observed causal relationship. By such means appropriate pairings can be made whenever necessary, and specific effects created at the whim of humans. Predicting nature's response to an artificed situation is what give us the confidence to create new technology.
