Unless I'm grossly misinterpreting this crude joke, it doesn't make any sense.
I'm assuming the joke is that gammas use money as toilet paper? Doesn't this defeat the stereotype of gammas only caring about money and hoarding it?

It means gammas are hardworking and driven, thus they get more money than others --> some gammas have lots and lots of money --> there is a motto on rich people that says "he/she is so rich that he/she could use notes as toilet paper and it wouldn't make a difference, since his/her bank account will remain almost still: other versions of this motto say "(s)he's so rich that (s)he could burn money just for fun"

Ahaha yeah we have the same mottos in italy too, but I don't know if they also have them in the US. You know how they care a lot more about money, hard work, competition, bla bla.
